Brazil intends to completely open up the domestic aviation market, allowing foreign-controlled holding companies

The next step of the bill will be considered by the Senate and is expected to be passed. This move will attract foreign aviation companies to enter the Brazilian domestic aviation market, which may stimulate a significant increase in the proportion of foreign ownership of the three major Brazilian airlines.

At present, Brazil's top three airlines have foreign investment. 9.4% of the domestic airline leader Gore Air is owned by Delta Air Lines; Qatar Airways ranks second in South American Airlines with 10%; United Airlines holds 8% of Blue Air.
